A site that is updated regularly is definitely better than a static site; even if both of them have similar content and meaning. Use of keywords in site Meta description is important too, unless they are in excess number. This is the same with content tags and keywords.

The most important external factor is backlinks. Backlinking can rapidly index a new site and increase ranking. Quality backlinks are a valuable resource for any site. Backlinks could be forum signatures, forum links, blog comments, sponsored ads, link exchange or social media. Relevancy with the host page is a must, otherwise the link might be considered as spam.

The use of illegal ways to increase ranking increasingly carries a great risk of blacklisting and all out banning. Often search engine optimisation services use some illegal tricks to try and fool the search engine spiders. However, search engines are modifying their strategy every day, so ultimately professional SEO services are needed in order to guarantee the site will stay on top of changes.
